The UK Government has launched new guidance on the implementation of the generational tobacco ban and age of sale restrictions for tobacco, vaping and nicotine products – ahead of new requirements coming into force later this year.
The guidance sets out how the new rules, established through the Tobacco and Vapes Act, will be applied and enforced, providing retailers with more clarity on what will be required of them.
- From 29 October 2026, the age of sale for all vaping and nicotine products (including nicotine pouches for which there is currently no legal age limit) will be age 18 and over. New fixed penalty notices will also be implemented.
- A number of new promotional restrictions will also be introduced, including a ban on giving away vaping or nicotine products for free, or for “substantial” discounts where the purpose is to promote the product.
- From 1 January 2027, it will be illegal to sell tobacco products to anyone born on or after 1 January 2009.
Welcoming the publication of the guidance, ACS Chief Executive Ed Woodall said: “Convenience retailers will play a vital role in delivering these significant changes and clear guidance is essential to help retailers to prepare for the new requirements coming into force later this year and in January 2027.”

ACS’ existing Decline09 campaign has been developed to support retailers in preparing for the generational tobacco ban and aligns with the approach outlined in the Government’s guidance. The campaign provides retailers with practical resources, customer-facing signage and operational advice to help stores implement the new requirements effectively.
