‘20 Is Plenty’ campaign urges sensible nicotine pouch regulation

A new campaign group, ‘20 Is Plenty’, has launched in the UK to advocate for balanced regulation of nicotine pouches while maintaining access for adult users.

The initiative is calling on the government to introduce a 20mg cap on pouch strength, describing it as a practical, evidence-based measure. It also supports age verification and strength limits as the right approach to protect children without restricting adult choice.

The campaign comes amid growing scrutiny of the nicotine pouch category, which has surged in popularity as a smoke-free alternative to cigarettes and vaping. UK retail sales are worth just under £182m, with volumes up 65% year on year. While supermarkets account for most sales, growth is fastest in the convenience channel.

Campaigners warn that super-strength pouches – some tested at over 50mg – are widely available online and pose health risks, including nicotine poisoning and dependency. The British Standards Institution has recommended a 20mg maximum strength to prevent these dangers, and the campaign backs this limit as a sensible safeguard.

Concerns have also been raised about child appeal. The Chartered Trading Standards Institute has warned that pouches are being promoted more prominently in shops, with flavours and packaging mimicking sweets. The Scottish Grocers’ Federation has advised retailers not to market or sell pouches to children and highlighted the dangers of illicit high-strength products.

Supporters of ‘20 Is Plenty’ say the initiative aims to protect adult consumers’ choice and prevent unintended consequences of over-regulation, such as pushing users back to smoking or unregulated products. The campaign also points to the role of nicotine pouches in helping smokers quit, with surveys showing that more than half of users started pouches as a way to stop smoking or vaping.

The campaign is backed by advocacy groups including The Snus & Nicotine Pouch Users Association, Considerate Pouchers, and We Vape, along with ecigclick and Planet of the Vapes.

Richard Crosby, spokesperson for Considerate Pouchers, said: “Nicotine pouches are a substantially less harmful alternative to smoking. Setting sensible limits like 20mg per pouch ensures products remain effective for adults without creating unnecessary risk.”

The launch coincides with the UK government’s Tobacco and Vapes Bill entering the committee stage. The Bill will introduce an age-of-sale restriction, advertising bans, and tighter controls on product content and branding.
